Harbour Rise is situated in Roundham, an area in Paignton, Devon known for its panoramic views of Torbay, close to the harbour, shops and beaches. With considerable investment, Harbour Rise has been designed to be a light, airy and welcoming environment, with every comfort in mind.
The care we provide at Harbour Rise.
Harbour Rise is a Residential Care Home and is proud to provide the very best care to all our guests. We look after adults aged 65+, experiencing various conditions such as dementia, Parkinsons, memory loss, physical disabilities, or simply looking for a wonderful place to age with dignity and enjoy the last few chapters of their lives. We provide full-time care as well as respite care (minimum of 2 weeks) as well as a Day Care centre for people who are able to return home in the evening. A full assessment will be carried out in anticipation of any admission to make sure we can offer the care your loved one needs.

Hairdressing and Treatment Room
Extra services are available at an additional charge such as dentistry, hairdressing, podiatry, physiotherapy, optician etc.
As part of the additional services on offer at Harbour Rise, we have created a dedicated hair dressing salon, as well as having a custom-built Treatment room. Our Hairdresser visits weekly providing a complete hairdressing service. Nail treatments and other pampering options are also on offer.
Our Staff
Harbour Rise Care Home considers investing in staff training and recruitment as a priority. We are extremely proud to have such wonderful staff at Harbour Rise. Unlike many care homes, Harbour Rise does not employ agency staff on a regular basis. This provides the consistent quality of person-centred care you would expect and also brings comfort to our residents in building relationships and trust with familiar and consistent people, who know and understand them.
Harbour Rise counts more than 80 permanent members of staff. The average length of service for a member of staff is over 8 years. It is rare these days to have such a loyal team to work with and we know that all our residents, families and friends value this too. We offer all our staff fixed contracted hours, to ensure that staff have a good work / life balance.
Training is an integral part of Harbour Rise with staff being actively encouraged to gain further qualifications and develop their interests in specific areas and conditions. We actively participate in research projects, and embrace the opportunity to have additional subject specific training, such as Oral Health training from the NHS Dental Team, Hydration and Nutrition Training through the NHS dietetics team, specific Dementia Care training, though NHS England and the Care Home Education and Support Team.
Our environment and accommodation
There are 40 lovely bedrooms with en-suite facilities, and some with their own shower, as well as four apartments that lead out onto our beautiful gardens. All bedrooms, bathrooms, showers and toilets are fitted with a wireless nurse call system. Bedrooms and apartments are wheelchair accessible with lifts to all floors. We have fully accessible facilities to assist with bathing if required.
The bedrooms are decorated and designed to a high standard with flat screen televisions and electric profiling beds as standard. Guests are encouraged to bring small items of furniture and other keepsakes to help make their room a home from home.
Some of our rooms have a separate lounge, dining area and kitchenette with tea and coffee making facilities available on request. Magnificent sea views or direct access to the gardens are also available from a number of rooms.
Our lounges and dining rooms
Harbour Rise has two spacious bright lounges with wonderful sea views. The first lounge has a large seating area with an accessible balcony seating area overlooking the gardens and harbour with stunning views of Torbay. The second lounge was renovated in 2022 and includes a large seating area, offers amazing views of the bay and our gardens and includes an area to safely and independently prepare hot drinks.
There are two dining rooms which were both recently refurbished.
The first and main dining room was recently renovated and includes electric Velux windows for air flow circulation, a food serving area, which offers views of the kitchen, which gives people the opportunity to view and smell the lovely home cooked meals as they walk in, promoting appetite and giving the opportunity to visually choose the meals. Décor is homely and displays pictures of food and drinks to naturally stimulate the appetite, and creates an environment to promote communal dining and conversation during mealtimes.
Our modern kitchen provides our residents with wholesome nutritious ‘home cooking’ with all dietary requirements catered for. Harbour Rise is proud to consistently maintain its five star, ‘very good’ Food Hygiene rating’.
Harbour Rise offers a wide choice of foods for breakfast, a three course lunch menu and evening meal, with delicious varied menus, sourcing from local suppliers wherever possible. There is also mid-morning coffee or tea, an afternoon selection of hot drinks served with cakes or fruits, and an evening drinks round, including options of hot chocolate, Horlicks or herbal teas being provided. This is alongside regular offerings of cold drinks, as well as drinks and snacks available throughout the day (and night!)
The second dining room is south facing overlooking the patio and includes a café called Harbour Cuppa. The café includes a comfy seating area and offers snacks and hot drinks which families are welcome to help themselves to. The café is a convivial friendly meeting area to chat with friends and family in relaxed surroundings. We are proud of our “Harbour Cuppa Café” and residents love to take their families “out” for a drink. The café can also be “booked” for private functions for residents such as birthday parties and family get togethers.
Our Gardens
The well-tended gardens are found to the front and side of the building where we have created a wonderful large patio beside the home for our residents to sit outside and enjoy the sea views. At the bottom of the garden is a lovely summer house where one can soak up the seaside atmosphere. We actively encourage those guests who enjoy gardening, to help maintain the garden here at Harbour Rise, whether that’s by offering advice and overseeing the upkeep, or by helping with the planting in our raised beds and planters. In fact the garden is so loved by our Harbour Rise guests, they have chosen to spend the money raised at our last Garden Party to purchase and plant a rose garden, and additional planters where they will grow scented herbs and flowers for others with sensory loss to enjoy. We also have a Secret Garden which is in a secluded location at the back of the Home, where there is the opportunity to sit and enjoy a quiet and private moment. We encourage our families to return to use the Secret Garden to remember their loved ones by enjoying a cup of tea or lighting a candle.

There is a dedicated telephone line for residents to talk to their loved ones using a cordless phone: 01803 55 88 16. We also use digital portals equipped with WhatsApp to enable families to keep in touch via Facetime or Whatsapp video calls.

Entertainment
Harbour Rise Care Home provides a wide-range of entertainment, from outings and excursions, using our 2 wheelchair accessible private mini buses, to welcoming Therapy animals, and regular live music. We have 2 dedicated lounge assistants every day of the week for each lounge, who will offer a range of daily activities, provide craft sessions or mindfulness activities, chair-based music and movement, quizzes, and reminiscence sessions. We have a selection of board games and puzzles and also use contemporary technology, including Alexas and tablets, to add to and enrich our daily activities. We have a comprehensive range of physical activities including dancing, mobility exercises and ball games. Our lounge assistants love to organise craft sessions too, for example seasonally decorating our lounges. Origami is a massive hit with our residents too!
We have an entertainment schedule which is updated monthly, with all our external entertainers, daily planned activities and includes our weekly Open Worship and monthly Holy Communion, as well as Knit and Natter sessions, and other workshop style activities. We also have special provision for those who do not wish to, or cannot leave their bedrooms, ensuring quality 1-1 time and meaningful activities are provided for every person within Harbour Rise.
We have great fun organising big events such as our Christmas Market and our grand Summer Garden Party. Every day is special here at Harbour Rise and we do our best to provide something for everyone to enjoy.
We have a library area with a specially designed machine which magnifies the text for those who need this, as well as a quiet area in the conservatory, for those who enjoy a more peaceful environment, watching the world go by, whilst enjoying the beautiful views, or watching some TV.
We enjoy regular visits from Theo, our lovely therapy dog and unofficial Harbour Rise mascot, who brings happiness to all who meet him. We believe strongly in pet therapy and regularly welcome well behaved 4 legged friends to visit, in fact, we have created ‘Paws for a Moment’ in our Café to ensure our doggy friends are well cared for too when they come to visit.

Working closely with schools
We are in touch with a local nursery, local primary school and local college to encourage ‘intergenerational’ visits which is an established and recognised success.
We are very proud of the special links we have built throughout the years with South Devon College and welcome students carrying out their placements at Harbour Rise, helping to develop the carers, nurses and doctors of the future. All the students on placement get involved with our residents, working on various projects, and helping with lounge based activities. We are proud to have some of these former students now working as members of staff at Harbour Rise.
Our Management Team
Cécile Edwards - Director
Cécile Edwards was born and educated in France. Cécile holds a Foreign Languages degree applied to Business and Economy from Angers University. Cécile also studied at Hull University where she graduated with a degree in European Studies in 1997. Cecile and her husband purchased Harbour Rise in June 2007; since commencing the ownership of Harbour Rise they have embarked on an extensive programme of updating the premises and equipment and have continued to invest in staff training. Cécile enjoys cooking and taking part in lots of sports.
Mark Edwards - Director
Mark Edwards was educated at Marldon Church of England Primary School, King Edward the Sixth, Totnes and Torquay Grammar School. He obtained his degree in Business Economics at Staffordshire University, graduating in 1993. Mark and his wife purchased Harbour Rise in June 2007; Mark has overseen the updating of the premises and equipment. Mark enjoys all sports especially cycling, running and windsurfing. There is firm believe from both Mark and Cecile in the ethos that the satisfactory welfare and care of the residents should be considered foremost for the future of the home.Julia Welch - Registered Manager
Julia joined Harbour Rise in August 2021. She previously managed an Outstanding homecare company, and then made the move to work in Residential Care. Julia is passionate about providing excellent high quality care, and likes being proactive her approach. Born in Southern Ireland, in a fishing village, she has always lived near the sea – so working at Harbour Rise is a perfect fit. Julia loves animals – and has 4 dogs, including 2 rescues, and needs at least 2 cups of strong coffee to start the day!Natasha Wilkins Head of Care
Tash started working at Harbour Rise in 1998 (in the laundry). Tash has worked her way up and after learning all about caring, Tash became the Head of Care in 2007. Tash works very closely with Alison and together Alison and Tash are the core of Harbour Rise Care team. Hello, I’m Laura! I have had the pleasure of working at Harbour Rise for the past 20 years, during which I’ve taken on a variety of roles, gaining a wealth of experience and knowledge along the way.I am now also providing managerial support, a role I find both engaging and rewarding. Outside of work, I’m a proud mother of three wonderful children who bring immense joy to my life. Our family has recently grown with the addition of Bertie, our beautiful Cockapoo puppy, who has quickly become a beloved member of our household.
In my free time, I love spending quality moments with family and friends, going for walks, and diving into a good book.
Lisa Screech - Office Co-ordinator

Lisa joined Harbour Rise in August 2021. Her previous jobs had been in retail banking and most recently admin with the NHS. She especially likes meeting and talking to the residents and hearing about their varied and interesting lives. Lisa enjoys socialising with family and friends, she has played skittles for over 40 years with the family team. She loves chocolate and wine. Her most exciting achievement was doing a sky dive for Rowcroft Hospice.
Hayley Hamling - Office Co-ordinator
Hayley recently joined Harbour Rise in January 2023. Hayley has spent the last 20 years working in admin, 10 alongside the NHS and is super organised. Hayley’s proudest achievement is to be the mother of 4 children and time at home can be super busy! Hayley loves to swim with her youngest daughter and loves to treat her family to a kayaking session! If you want to please Hayley, she loves cheese and wine!
Karmen Pateman - Office Co-ordinator
Karmen joined Harbour Rise in late 2023, bringing over 15 years of administration & organisational experience with her. Karmen’s favourite role within our team is meeting with the residents themselves & talking all about their lives & interests.
Karmen has 4 children, a husband and 2 dogs- all of whom keep her busy! Special interests include lots of long weekends abroad, good food, & a nice glass of prosecco!
